The scan was taken from LoveLove Tsuushin #20, from an ongoing feature called "Tenshi no Kimagure" ("The Whims of an Angel") detailing odd or funny instances of the characters' names (a movie with Roxy's name in the title, a storefront with Oscar on the awning, etc.). This snippet is a bit different from the column's usual fare and was apparently taken from the U.K. manga magazine Manga Max. It's accompanied by a translation and a quick note about the "difficulties of cultural exchanges."
This looks like a case of Cowboy Bebop at his Computer (http://tvtropes.org/pmwiki/pmwiki.php/Main/CowboyBebopAtHisComputer)...
Also, thank you Manga Max's localization team, for momentarily making me think of an Angelique/Kuroshitsuji cross-over with your improper rendering of Arios' name.

I'm not sure whether to laugh to cry here, it had the makings of a brilliant parody if Manga Max didn't seem so earnestly serious (or is it seriously earnest ?) about it~
Anyway, I love your post's approach to this, Sanctuary PR is the best way to put it, I think.
